Planning Success – Prior Approval Granted for Change of Use to a School

Recently, we secured change of use consent from a Day Therapy Centre (Class E) to a State-Funded School (Class F.1(a)) in Gainsborough, West Lindsey, an exciting project that will bring much-needed educational facilities to the local area.

The Challenge

Our client owned a building previously used as a day therapy centre (Class E). They identified an opportunity to transform the site into a state-funded school (Class F.1(a)), supporting the growing need for school places in the region.

While permitted development rights provide a route to change use via prior approval, it’s never a tick-box exercise. The Planning Approach

Planning House worked closely with the client and local authority to ensure the application was robust and met all requirements. Our role included:

  • Transport & Highways: Preparing evidence to demonstrate safe drop-off and pick-up arrangements, as well as good access for pedestrians and public transport.
  • Noise & Neighbouring Impact: Providing reassurance that the school’s operation would not unduly affect nearby properties.
  • Contamination: Providing information that the proposal would not give rise to contamination risks in relation to the building or surrounding area.
  • Compliance with GPDO: Ensuring the submission fully satisfied the prior approval process under the General Permitted Development Order (GPDO).

By proactively addressing these matters, we built confidence in the proposal and smoothed the way to a positive outcome.

The Outcome

We’re delighted to confirm that West Lindsey District Council approved the change of use from Class E to Class F.1(a).

This decision means the building can now be repurposed into a state-funded school, helping to meet local education needs and ensuring that the property continues to serve the community in a meaningful way.
